경기도 31개 시·군 사회적기업지원센터 운영방안 롤모델 제시

경기복지재단은「경기도 사회적기업 중간지원조직의 역할 및 운영방안」연구보고서를 발간하였다.

본 보고서는 사회적기업 중간지원조직을 “정부 또는 지방자치단체와 사회적기업 간의 가교역할을 하면서 사회적기업을 지원하는 민관을 아우르는 중립적 형태의 지원조직”이라고 정의하였다. 사회적기업의 중간지원조직은 지역사회 경제조직의 다양한 네트워킹을 통한 지역경제 생태계의 조성을 위한 거버넌스 체계의 구축과 지방자치단체와 사회적기업과의 가교역할을 할 수 있는 수행기관의 역할, 사회적기업, 마을기업 등 원스톱 통합지원시스템 제공을 위해서 필요하다.

연구조사를 위해 국내사례는 경기도 4개 시·군, 5개 사회적기업센터, 9개 (예비)사회적기업을 방문하여 사례를 수집하였고, 국외사례는 영국의 대표적인 사회적기업 중간지원조직인 SEL(Social Enterprise London), 사회적기업 연구 및 사회적기업가 양성조직인 Skoll Centre for Social Entrepreneurship(University of Oxford) 등을 살펴보았다.

연구결과 현재 경기도 시·군 중간지원조직의 운영상황이 제각각이고, 정부와 광역지자체 및 기초지자체의 중간지원조직간의 전달체계에 있어서 통일성과 체계성이 없는 것으로 조사되었다. 이러한 측면에서 본 연구는 중간지원조직의 운영은 초기에는 관주도로 추진 운영되어야 하며, 이후 안정화의 단계에 이르러 전문적인 민간의 독립법인에서 운영하는 것이 필요하다고 제시하였다.

사회적기업은 경영에 있어 외부의존도가 매우 높기 때문에, 중간지원조직은 사회적기업과 밀접한 관계를 형성하면서, 사회적기업에 대한 금융자원 지원, 구매 조달과 같은 사업의 지원이 필요하다고 제시하였다. 또한, 건강하고 지속가능한 사회적기업을 위해서는 ‘사회적기업가 정신’이 매우 중요하기 때문에 경기도 차원의 사회적업가 양성기관인 ‘사회적기업 교육원’을 운영하는 것을 중간지원조직의 역할로 보았다.

본 연구는 정부의 사회적기업과 유사한 지역개발사업(마을기업, 농어촌공동체회사 등) 참여기업을 지원하기 위한 중간지원조직의 통합적 운영방안에 따라 2011년 경기복지재단에서 추진하였던 사회적기업 지원업무를 민간재단으로 2012년 1월에 분리·독립시키는데 이론적 배경이 되었고, 2013년까지 경기도 31개 시·군 전역에 설치될 사회적기업지원센터 운영방안의 롤모델을 제시하고 있다는 측면에서 그 의의가 있다.

경기복지재단은 사회적기업 지원사업은 민간재단으로 이관하였으나, 사회적기업 활성화를 위한 정책연구의 기능은 더욱 강화하여 사회적기업과 관련된 일자리 복지분야 연구, 사회적기업 재정지원사업 성과분석 및 사회경제적 효과에 관한 연구 등 사회적기업 정책 활성화를 위한 후속 연구를 진행할 계획이다.
